Power in the USA: political string theory in US politics

How are power relations shaping the U.S. political sphere? From the primary campaign to the tea parties and the raucous healthcare forums, Americans are out in force. Regardless of their political stripe, are their actions in their own best interest or are they being played? What influences are determining how people perceive the issues, what aspects of the issues are open to debate, and what aspects are not open for consideration? Whom is mobilizing whom and for what?

Steven Lukes, in his classic “Power: A Radical View” offers a framework for analyzing the types of power relations that shape policy and society within democratically-oriented nations. The overly simplified summary that follows is intended as a tool to direct our discussion.

Power, oversimplified, is the capacity of individual or collective agents to achieve their intended outcomes by getting others to act for these outcomes, even when these outcomes are against their own best interests. In achieving these outcomes the three dimensions of power tend to function in a complimentary fashion.

The first dimension of power is the capacity to realize one’s aims in decision-making situations. This is the capacity to acquire a representative majority, whatever form that may take, be it a simple plurality or a Presidential veto. For example, the Democrats now control the House, the Senate, and the Presidency because they acquired a representative majority in all of these areas in the last election.

The second dimension of power is the capacity to determine the agenda, that is, the scope of decision-making situations. This is the capacity to contain and direct deliberation within parameters wherein first dimension power can be exercised to achieve one’s aims while concurrently foreclosing considerations that could undermine one’s first dimension power. An example of the second dimension of power at work is that President Obama and many ranking Democrats, even with their filibuster-proof majority, have effectively excluded single-payer from the healthcare reform options.

The third dimension of power is the capacity to secure prior consent to these decisions by manipulating how people perceive their parameters of choice. In harnessing their choices, one either harnesses their actions, the choices and/or actions of others they have power over, or both. In this way, according to Amartya Sen, the ‘most blatant forms of inequalities and exploitations survive in the world through making allies out of the deprived and the exploited.’

Propaganda, i.e. political spin and sloganeering, for example, exists to seep, and/or be ground into, people’s consciousness to influence their decision making, as Goebbels noted. “Government should not interfere with business“, “Socialism (or capitalism) is evil”, “Free trade brings freedom”, and “Healthcare forum disrupters are all astroturfed Republicans” are examples of such sloganeering propagandizing and Rove and Axelrod practise propaganda architectonics.

Social signs of third dimension power relations include overtly inequitable distributions of natural and cultural social goods within a community; a relative acceptance of these social relations among those disadvantaged by these relationships; and evidence of mechanisms in play that have prevented the disadvantaged from perceiving their circumstances as potentially otherwise. From the perspective of a single payer advocate, for example, I perceive the clusters of people who are making statements about keeping the government out of Medicare as being in the same boat as those who are pushing for Obama’s bait-and-switch private insurance debacle while thinking they are getting a publicly-funded cost effective model. Both groups are actively working against their own interests.

Assuming that the three dimensions of power are alive, well, and very much involved in the continuing mass transference of wealth from the middle class to the elite, what can be done to reverse this trend? As bloggers, and blog participants, what can and should we do?

The Great Astroturf War of 2009

The traditional August recess during non-election years is usually like going cold turkey for political junkies (and bloggers are political junkies.)  These dog days of summer drag by at an excruciatingly slooooow pace, with Congress and the President out of Washington and nothing happening to talk about.

Not this year.

This summer may even turn out to be more fun than last year’s, since Palinpalooza didn’t start until September and that was when the real fun started.  This year it looks like we’re gonna see mob vs. mob action at townhall events across the nation.

If you cruise the Kool-aid blogs you’ll see that all the trouble is being caused by tea-bagging birthers who are being led by Rush Limburger and Glenn Beck.  If you visit the winger blogs you’ll learn that Comrade Obama has deployed union goons to prevent good, patriotic Americans from exercising their constitutional rights.

Immigration Reform: An Environmental Perspective

Glbal Biosphere on June 6 2009Immigration, as a policy issue, is politically explosive. It is politically explosive because it necessarily involves making choices between bad options, each of which has supporters and detractors with political power.

In advocating for their option, it is not uncommon for some supporters to engage in inaccurate and unjust accusations against their opponents, such as claiming the other is guilty of racism or traitorhood. The situation is further complicated by the small numbers of supporters on either side who are racist or traitorous.

It is unsurprising that the engagements between opponents are volatile. How could decisions about who belongs, and who does not, be otherwise? What is the best way to disentangle a complex web of family relations, personal convictions, and obligations that must be shared between citizens if they are to be a nation, all in the context of the question of how the franchise is to be extended to non-citizens, if at all? It is no wonder that the issue is avoided like the plague.

Plague-avoidance strategies that do not address the causes of the plague, or bolster the immune system against its effects, are doomed to failure, however, and the cost of failure in avoiding the plague is serious illness and death. In this sense, the lack of a workable resolution of the immigration issue endangers the health of the body politic.

At present, the lack of meaningful policy action is, in effect, backdoor advocacy for the situation as it currently stands, in the “don’t ask, don’t tell” sense. This abrogation of responsibility is dangerous beyond its obvious bad effects. It cultivates a sense of powerlessness among the citizenry, who perceive their elected governments as incapable of effecting meaningful change. History has enough examples of what happens when democratic and republican assemblies appear incapable of providing effective leadership in difficult times. This underscores why difficult challenges must be addressed to maintain the health of the body politic. If our leaders will not lead for us, they must be lead by us, if we are to avoid being lead by powered interests. This short, oversimplified post is intended to be a step in the direction of citizen leadership.

The framework that follows views immigration from an environmental perspective that takes into account citizenship within a nationalist framework. I think it practical because we are citizens in nationalist frameworks and because immigration is a normal environmental phenomenon. My intent is to propose a framework for immigration based upon the environmental concept of sustainability, which is also practical, because it is social suicide to adopt models that are not sustainable.

In this post, I shall not address anti-nationalist perspectives, despite their value, because the scope of the issues is already too daunting for a short post. Furthermore, I shall not address economic or ethical perspectives that disregard the Second Law of Thermodynamics. I consider it to be inarguable that the Earth has a more or less finite amount of non-renewable and renewable resources, in human terms, and that their availability is governed by the Law of Diminishing Returns and the Principle of Net Yield. For example, the only reason immigration is an issue is because there is competition for scarce resources. If there were plenty of everything that everyone needed and wanted, then there would be no grounds for disputes and no reason to have systems of justice, except to deal with the actions of the pathological.

The ideas that follow are predicated on the notion that there are limits to growth. The only dispute is about the extent of these limits. Living beyond these limits is not sustainable.

“FDR: A Democracy-Builder”: Franklin Delano Roosevelt, democracy, and liberalism

I am against the beatification, secular or otherwise, of politicians past or present. But some politicians have a record of greatness, some a record of achievement, some no record of anything, others a record of which to be embarrassed.  I believe that Franklin Delano Roosevelt has a record of greatness – not, not perfection, but greatness, that in part stems from his firm footing in the values of liberalism. Democracy, self-government by citizens, is a form of government that can further liberalism, so long as citizens and elected leaders appreciate the connection between each individual’s  autonomy, the need to permit others their autonomy, and the need to collaborate in the grand effort of self-government. Franklin Delano Roosevelt appreciated these connections, recognizing the value and dignity of the individual. Roosevelt appreciated the state’s affirmative obligation to do more than simply stave off threats to individual autonomy. He understood the state’s role in ensuring a social safety network that enabled the exercise of autonomy. While he experimented with the means to keep American democracy liberal, his programs were consistently aimed against absolutism and in favor of individual self-determination.

The selections below come from an article printed originally in 1995 (emphases mine, the link takes you to the full article). I find these selections as apt today as they were when first written, more than ten years ago.

What did Franklin D. Roosevelt accomplish? It is vital to understand it now, as we Americans consider making fundamental alterations in his legacy. Essentially, he preserved and enlarged the promise of human freedom in our time. Or, as Joseph Alsop put it, “On a very wide front and in the truest possible sense, Franklin Delano Roosevelt included the excluded.”

The America of 1933, racked by four years of depression, was all but exhausted with democracy. Every bank in the country was in the process of closing its doors. Thousands of square miles of farmland had become a desert. Between one-quarter and one-third of the work force was unemployed, and millions were being evicted from their homes and their land every year.
Depression was neither a natural catastrophe nor an isolated event. Things had never been quite so bad, but every 5 to 10 years, for the better part of a century, the country had suffered a wrenching economic collapse, much worse than any recession Americans have endured since World War II. Bank failures and Wall Street panics were common, and usually led to nationwide meltdowns.

Most elderly Americans lived in abject poverty. Working men and women worked six days a week, 12 to 16 hours a day. They were routinely joined at the job by their children; few people ever finished high school, let alone college.

A system of apartheid, rationalized by bad science and enforced by lynching, ruled in the South. Another system of quotas routinely kept blacks, women, Jews and ethnic whites out of the best jobs and schools.

Farmers could rarely make a living; more and more were reduced to the serfdom of share-cropping. Nine-tenths of rural Americans did not even have electricity.

The root causes of these conditions were basic, long-standing flaws in American democracy. More shocking than the conditions in which Americans of 1933 lived was how little say they had in anything that mattered. Banking and investment were dominated by a small circle of self-interested, often dishonest men. Politics in every large city was usually controlled by corrupt political machines. In the South, millions of blacks and poor whites were kept from the ballot box by poll taxes, literacy tests and force of arms.

The power of landlords and large corporations was rarely contained. Unions were small and powerless. The courts repeatedly struck down the most basic minimum wage, child labor, consumer protection and worker safety laws.

The Depression only brought these ongoing social crises to a head, yet few at the time saw more democracy as an answer. The very idea of democracy seemed to be outmoded in the swift and steely industrial world. Hard new nostrums abounded in the 1930s and ’40s: communism, fascism, socialism, technocracy, corporatism.

What Roosevelt possessed was the essential flexibility of mind for a democracy. It was indicative that during his first presidential campaign he promised above all “bold, persistent experimentation. It is common sense to take a method and try it. If it fails, admit it frankly and try another. But above all, try something.”

Not everything he tried worked well, and some things did not work at all, and many of the New Deal’s innovations have required revision. Roosevelt himself would have been baffled by the notion that they would not, for he was not erecting a Marxist utopia but a viable, modern democracy. What he did was to turn his entire administration into an ongoing debate on democracy. ….

Best of all, he extended this debate into the living rooms of every home in America. FDR gave the press unprecedented access to the White House, and there were the “fireside chats.”

Yet for all [Roosevelt’s] democratic pragmatism, we look for something more. The life of Richard Nixon provides an example of what can come from expediency ungrounded in any deeper principle. Was there any guiding spirit, anything more to Franklin Delano Roosevelt than tactics and timing, to account for the great outpouring of grief 50 years ago? There are at least two stories from his life that I think are telling. One was the account that he was unimpressed by the Grand Canyon: “It looks dead. I like my green trees at Hyde Park better. They are alive and growing.”

“He responded to what was vital, not to what was lifeless; to what was coming, to what was passing away,” wrote Mr. Schlesinger. “He lived by his exaltation in distant horizons and uncharted seas.”

The other story is from when he was first trying to win back some use of his legs after the attack of polio that crippled him. He would try, every day, to make it the quarter of a mile from his Hyde Park home to the post office on his crutches.

It was a torturous journey for a man with no working muscles from his hips down. Sometimes he would fall – and have to wait, lying face down in the road, for someone to come along and help him back up. “For better or worse, I believe that the Roosevelt who could not walk was in most respects very like the one who could,” writes Geoffrey Ward, and most current biographers would concur. It was Roosevelt’s strong, optimistic – and deceptive – character that got him through the loss of his legs to polio, and not the polio that built the character.

Yet what better training has any president had – in patience, in humility, in building a basic sympathy for the human condition? Franklin Roosevelt understood the clumsy, halting progress of us all, and nurtured it, and the American people loved him for it as they have loved few men since.
